Step 1
Place the water and the vegetable dashi packet in a pot and bring to a boil. Simmer over medium heat for 2–3 minutes, then remove the dashi packet.
Step 2
Season the beef shank with salt and pepper, then lightly coat it with flour and shake off the excess.

Add the olive oil and crushed garlic to a frying pan, place the beef in the pan, and then turn on the heat. Brown the beef on all sides.
Step 4
Finely chop [A] and sauté briefly in the frying pan. Add [B] and simmer gently for 2–3 minutes. Pour in the vegetable dashi, bring it back to a boil, and skim off any foam or impurities.
Step 5
Add the rosemary to taste, adjust the seasoning with salt and pepper, and continue simmering until tender. Garnish with parsley if desired.
Tip
In step 5, you may transfer everything to an oven-safe pot, cover with a lid, and bake at 350°F (180°C) for about 50 minutes.
