Step 1
Finely chop the onion. Cut the potatoes into bite-sized pieces, microwave for about 5 minutes (600W), then mash and mix with [B].
Step 2
Heat oil in a pan, sauté the onion, add ground meat, and continue to cook. Add [A], bring to a boil, cover, and simmer on low for about 10 minutes.
Step 3
Transfer the meat mixture to a heatproof dish (reserve a little), top with the mashed potatoes, and sprinkle with panko breadcrumbs.
Step 4
Pour the remaining meat mixture on top and bake in a toaster until golden brown.
